Change in Operations for Passport Services – Effective March 19, 2020
Due to public health measures to limit the spread of the coronavirus, all passport agencies are closed to the public until further notice and appointments will not be accepted. Customers may continue to apply for their passport at passport acceptance facilities or renew through the mail.
If a customer is applying for a passport at your facility on or after March 19, 2020, expedited service will not be available and routine service may be delayed. Customers should not submit passport fees that include the $60 expedite fee until further notice. Conditions may change quickly and guidance will be updated accordingly.
If a customer applied for a passport and requested expedited service on or before March 18, 2020, Passport Services will honor the commitment of 2-3 weeks door-to-door for expedited service.

The Main Library accepts passport applications on behalf of the U.S. Department of State. We can help you through the whole process from taking the photo to filling and submitting the forms.

Some fees are paid directly to the U.S. Department of State and others are paid directly to MRCPL. We advise you to call ahead to the Main Library before you visit to determine what you need.
Different passport fees may apply depending on your situation.
• When applying for a new passport, a check (personal, certified, cashier's, traveler's) or money order must accompany the passport application, made payable to the "U.S. Department of State."
• Expedited two- to three-week service will require an additional fee to the "U.S. Department of State".
• There is a $35 execution fee for each new passport, payable by cash, personal check, or money order to the Mansfield/Richland County Public Library.
• A passport photo fee of $10, is payable by cash, check, or money order to the Mansfield/Richland County Public Library.
Credit and debit cards CANNOT be accepted.
If you are renewing an expired adult passport issued within the last 15 years, you will have to apply by mail. Renewal forms are available online at travel.state.gov.

The U.S. Department of State has the sole responsibility for examining applications and issuing passports.
How long does it take to receive my passport?
Application processing usually takes six to eight weeks. Expedited service is available for an additional fee, which reduces the processing time to as little as two to four weeks.
Where can I get a copy of my birth certificate?
If you were born in Ohio, visit: https://richlandhealth.org/personal/birth-death-certificates/ page. If you were born in another state, visit the CDC’s page with links to each state’s vital records contact information and website.
Can I apply for a visa at the library?
Passport application acceptance agencies do not handle visas. A visa is an endorsement or stamp placed by officials of a foreign country on a U.S. passport that allows the bearer to visit that foreign country. Foreign entry requirements vary by country. Can I get a passport for my child?
All applications for children under 16 require both parents or legal guardians to be present during the application process.
Birth certificates must be submitted for all children showing the parental relationship (even if the child has had a previous passport). Teens age 16 and 17 must appear in person.
